Janice Fredric – Chairperson

Janice FredricJanice is an experienced Chair and professional director with 20 years governance experience. She has a broad portfolio of directorships with experience in commercial, Crown and not-for-profit sectors.

An experienced leader with strong commercial and financial acumen, Janice has governance experience as both a regulator and a regulated party.

Janice has held senior executive positions in the finance and banking sectors and professional services both in New Zealand and internationally.

Harry Duynhoven

Harry DuynhovenThe Hon. Harry Duynhoven QSO is an experienced independent consultant with a history of working in the public policy industry. You’ll remember him as a long-serving Member of Parliament, including his time as the Minister of Transport Safety between 2005 and 2008. He joined the CAA board in May 2019. He is also a board member for Air Quality Asia.

Harry Duynhoven was mayor of the New Plymouth District Council from 2010 to 2013 and is still a councillor. He is currently an elected member of the Taranaki District Health Board. Since 2014 he has run Duynhoven Solutions, a consultancy service in Energy, Transport, Aviation, Safety and Governance.

Jill Hatchwell

Jill HatchwellJill is a professional director and is a Chartered Member of the Institute of Directors. She was a shareholder and director of Vincent Aviation Limited for many years, gaining in-depth experience of growing and operating a successful aviation business. The company grew to be one of New Zealand’s largest, privately owned international airlines, maintaining bases in both New Zealand and Australia and was also one of a handful of operators to be granted ANZA certification. Jill is currently a director of Air Ops NZ Ltd and a member of Aviation New Zealand, the aviation industry association.

Jill currently serves on the boards of WellingtonNZ (Wellington Regional Economic Development Agency Ltd), Chatham Rock Phosphate Ltd (NZX and TSX listed) and USX-listed Aorere Resources Ltd. Jill is a council member of Ringa Hora Services WDC (Workforce Development Council). She is the chair of the Audit and Risk subcommittees of all four entities.

Alma Hong

Alma HongAlma Hong joined the Authority Board in August 2022. She holds tertiary qualifications in Computer and Communications Engineering from the United Kingdom.

She is currently on the Quotable Value Ltd board, two major programme boards for Government, the council for spatial technology industry and the sub-board of Diversity and Inclusion for NZTech. In 2019/2020 Alma was vice chair of the InternetNZ policy review panel.

Alma has undertaken consultancy work for major New Zealand organisations including the Electricity Authority and Beef and Lamb New Zealand. She has also held Chief Information Officer and senior executive management roles in media and broadcasting, emergency services, transport and local government.

Charles Spillane

Charles SpillaneCharles Spillane was appointed as a member of the Civil Aviation Authority board in December 2019. He has been the Chief Executive at Dentons Kensington Swan since 2016 - one of New Zealand’s leading national commercial law firms.

For 13 years he was the General Manager Corporate Affairs and General Counsel at Auckland International Airport Limited. Charles began his law career after graduating from the University of Auckland in 1996 in arts and law.
