Curricula of ICAO Aviation Security Training Package (ASTP) courses and workshops

Five-day course intended for personnel involved in oversight responsibility for the handling of air cargo and mail. It provides information on the purpose and intent of existing security measures, the implementation of appropriate security controls for cargo consignments, and the appropriate emergency response procedures in the event of an air cargo security incident.

Five-day specialised course designed for aviation security middle and senior management personnel who have been assigned to organise, plan, conduct and assess aviation security crisis management exercises to ensure that the overall crisis management system is properly prepared and to determine the effectiveness of crisis management plans and procedures.

Five-day course for aviation personnel who require AvSec instruction guidance and delivery of standardised training package materials. Graduates from this course will be able to conduct AvSec courses using standardised training materials and be fully versed in the general application of training principles; the preparation of appropriate teaching aids, and the tailoring of course material to harmonise course objectives with local and national requirements.

Seven-day course providing graduates with theoretical and practical knowledge of fundamental aspects of the audits and inspections as a part of a National Quality Control system. Trainees are provided with a standard methodology as well as specific techniques. The course is concluded by an exercise conducted at the airport and an examination.

Five-day course will train aviation security personnel at managerial level to plan, coordinate and implement the application of airport security preventive measures in accordance with approved programmes. Participants will learn to apply concepts of management to aviation security. During the course they will learn to develop and implement an Airport Security Programme and associated Standard Operating Procedures (SOPs); develop and implement contingency plans, crisis management plans, and crisis management exercise.

This five-day course has been designed to enable selected security supervisory personnel to supervise the implementation of the aviation security preventive measures and monitor the quality of the performance of the various tasks; and contribute to the safety and security of passengers, crew, ground personnel, and the general public. The target audience for attendance are those who work for the airport authority or regulatory authority responsible for aviation security; or other stakeholders that have an active role in the supervision of aviation security.

Five-day workshop where participants will familiarize themselves with the latest edition of Annex 17 as it relates to quality control and the general principals of quality control as it relates to AVSEC. Participants will familiarize themselves with guidance materials incorporated in the ICAO Security Manual Doc 8973 (Res) and the NCASQCP template. Then using the ICAO template, attendees will be provided with an opportunity to develop a draft NCASQCP based on the organization and legal authority of their State(s). This is a highly interactive workshop where participants work in syndicate teams.

Five-day interactive workshop for those involved in the assessment or management of threats, vulnerabilities and / or risk on behalf of their State which may include but not limited to the appropriate authority for aviation security, National Police, Intelligence Services, authority of airports / airlines and other aviation security stakeholders. The workshop provides participants with the opportunity to assess risk through the identification and evaluation of threats, consequences and vulnerabilities. The workshop will expose participants to guidance material incorporated in the ICAO Global Risk Context Statement and provide the skills necessary to apply risk management methodology when determining the appropriate level of security measures to be implemented.

Five-day interactive workshop aimed at AvSec middle to senior managers. This workshop is designed to address aviation security and the insider risk assessment / management concept at the national appropriate level and can also be adapted for use at the local level. During the workshop participants will have developed several actual credible insider threat scenarios; developed mitigation plans which will enable them to present this information to their national appropriate authority (Risk Assessment Team) for further action / review as applicable.

Five-day workshop with the target audience being personnel at AvSec middle to senior management level, for the promotion of effective security culture within their organisations. The aim of the workshop is to examine how a robust security culture is critical to achieving good security outcomes and the existence of a well-trained, motivated and professional workforce underpins effective aviation security. The workshop focuses on interactive exercises/ case studies which enable participants to learn how to develop, implement and maintain robust and positive security culture within their organisation.

Five-day course to educate security personnel, and those responsible for the implementation of aviation security measures, in behaviour detection techniques and methods in order to enhance overall protection against acts of unlawful interference. Participants will be able to identify the benefits and methodology of behaviour detection in the aviation security context; identify threats to civil aviation security; describe the principles of the first and second impressions in the context of a risk-based security assessment; Identify the critical and suspicious signs in documents for effective performance of document checking; identify the suspicious and critical signs in baggage and effective resolution. Perform an effective risk-based security assessment (RBSA) via a practical exercise.
