Pending rules have been signed by the Minister and pending transport instruments have been signed by the Director. They will come into force on the prescribed date.
The purpose of this rule amendment is to update Civil Aviation Rules relating to Runway End Safety Areas (RESA) and arresting systems.
The amendments align the requirements with the International Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs), clarify RESA length provisions, support development at regional aerodromes and enable use of arresting systems to reduce the length of RESA required.
The amendments also introduce the ability for the Director of Civil Aviation to issue transport instruments and includes minor editorial updates.
These rules come into force on 31 August 2026.

Rule Part 19 – Miscellaneous Rules has been extended to include a new subpart H In-Flight Security Officers and Foreign In-Flight Security Officers.

Provision for in-flight and foreign in-flight security officers (IFSOs) was made in the Civil Aviation Amendment Act 2007 and carried over in the 2023 revision of the Act. However, regulations to implement an IFSO programme were not enacted.
This rule and consequential amendments address that gap and adopt the policy from 2007.
The section 63 of the Civil Aviation Act 2023 process has different requirements and does not require public consultation.
This project considered issues with national security implications. The Acting Minister of Transport approved targeted consultation with directly affected stakeholders. The Notice of Proposed Rulemaking (NPRM) comprised the scope of consultation:
We made the minor changes following stakeholder feedback and internal review. Those are reflected in the final Rule and consequential amendments.
These rules come into force on 23 July 2026.
