When legislation is created, changed or reviewed the government agency responsible must assess the legislation against a set of principles for responsible regulation as set out in the Regulatory Standards Act 2025.
This requirement is supported by the Cabinet Circular CO (26) 2: Expectations for Good Law-making | Department of the Prime Minister and Cabinet (DPMC)(external link)
To support this assessment, the CAA must produce Consistency Accountability Statements and a Statement of Reasons (only if an inconsistency with the principles is identified) for Secondary Legislation made by the Director of Civil Aviation.
Together these documents provide information on whether the proposed legislation or the legislation that has been reviewed is consistent with the principles of responsible regulation and explain the reasoning where any inconsistencies are identified.
