The CAA is undertaking a first principles funding review to ensure that the funding of New Zealand’s aviation safety and security system remains sustainable, fair, and fit for purpose into the future.
This funding review is happening between 2025-2028 and will determine how CAA is funded between 2028 and 2034. We also expect to do a pricing review around 2031 in line with good regulatory practice to review prices every three years.
(Please note that the timeline was adjusted in November 2025 so that public consultation could occur in mid 2027, which will allow for deeper sector engagement given other consultations occurring in 2026 such as the Rules Update Programme.)
Unlike the 2024 pricing review outcomes that came into effect on 1 July 2025, this funding review takes a broader and more fundamental look at the funding model.
