Keeping you in the loop about CAA and MCERT’s 23-project, two-year Rules Update Programme – the CAA website has detailed Rules Update Programme information, including current timelines and scope (may be subject to change).

Latest developments

1. The last of our early tranche of projects is now complete. The new rule and associated guidance will come into effect on 31 August.

  • Part 139 – runway end safety areas (RESA) and engineered materials arresting systems (EMAS) 

2. Two of our project teams have begun engaging with their Technical Advisory Group members for early-stage investigative work. Thank you to those involved for their constructive input and positive feedback in a short timeframe.

  • Recognition of foreign regulatory frameworks for maintenance – Parts 21 and 145
  • ICAO Safety Audit Group 1 – air operations and equipment requirements 

3. We’re now moving onto the next tranche of projects. Team leads will be reaching out to potential Technical Advisory Group candidates soon.

  • ICAO Security Audit – Annex 17 alignment (cargo and training)
  • ICAO Security Audit – Cybersecurity ICAO alignment

4. We are also doing preparatory work on the programme’s largest project.

  • Complete review of Part 61: Pilot Licences and Ratings – early engagement across the aviation sector is being undertaken with the assistance of Captain David Morgan as Project Industry Advisor. Details about this innovative approach are on the Rules Update Programme page under the tab ‘External Industry Advisor appointed to support Part 61 Review project discovery phase’.

About our Technical Advisory Groups (TAGs)

We are actively seeking input from individuals in the aviation sector for our rules update projects. Please consider submitting this expression of interest form(external link) to offer your support.

Selection of membership for a TAG is based first and foremost on the expertise and qualifications indicated in the expressions of interest. Depending on project complexity, timeframes, or the need to keep discussions focused and workable, there will be variations in how we achieve the right balance of expertise, perspectives, and practical experience.
