The Civil Aviation Authority (CAA) has welcomed the Ombudsman’s opinion on its Official Information Act (OIA) leadership, culture, and performance monitoring, noting the report identifies areas of good practice and constructive opportunities for improvement.
CAA was one of five agencies looked at as part the Ombudsman’s regular programme of proactive investigations into official information compliance and practice.
Chief Executive and Director of Civil Aviation, Kane Patena says the review, begun in September 2025, comes at an important time for the organisation as it continues to embed significant structural and cultural changes.
“CAA is committed to openness, accountability, and continuous improvement. We’re encouraged the report recognises our areas of strength including our dedicated Resolutions team, improved timeliness, efficient request-handling processes, and increased transparency,” Patena says.
“The Ombudsman’s findings affirm the positive progress already underway, and we welcome the 16 action points identified.”
Since the review began, CAA has delivered its first OIA Awareness Week, reaching staff across the country through articles, guidance, drop‑in sessions, leadership updates, and a well-attended workshop with the Office of the Ombudsman. The organisation has also begun strengthening its OIA processes, templates, and quality assurance systems.
“We’re building a culture where transparency is a core value, supported by modern tools, clear guidance, and strong leadership signals. Supporting these actions is another way we can tangibility demonstrate this.”
CAA has developed a detailed work plan, with all action points expected to be completed within two years, and several delivered earlier. These include improvements to digital information systems, expanded OIA training, enhanced performance reporting, and development of a public OIA strategy and proactive release policy.
“We appreciate the constructive engagement from the Ombudsman’s Office and look forward to maintaining a positive working relationship as we implement these improvements,” Patena says.
CAA will continue to update the Ombudsman on its progress.
