The Civil Aviation Authority acknowledges the Transport Accident Investigation Commission’s final report into the 13 June 2023 incident involving an Air New Zealand DHC-8 aircraft that descended below the minimum safe altitude during its approach to Timaru.

Independent investigations are an important part of aviation safety. We have carefully considered the report and the lessons it identifies for the aviation system, including for the regulator.

The report looks at events and regulatory approaches from 2023 and earlier. Since then, CAA has strengthened how it brings together safety intelligence, monitoring, certification and regulatory decision-making, with a more coordinated and risk-based approach to oversight.

TAIC has made a recommendation to CAA relating to cockpit voice recorder requirements. CAA has accepted the recommendation and intends to raise the issue through the appropriate International Civil Aviation Organization forum.

CAA will continue to learn and improve its regulatory approach, working across the aviation and wider transport system to facilitate safe and secure aviation in New Zealand.
